After Uttarakhand, Jan Lokpal like bill in 3 more states


On saturday the Uttarakhand cabinet clear passing of Lokayukta Bill which brings amendment to its original lokayukta. This amendment makes its one of the most power lokayukta amongst states. The bill will be presented in the assembly today for discussion and will be voted on it on 1st november. Once passed by the legislature the bill will go for governor assent and will become law.

The Uttarakhand Chief Minister had invited Team Anna to provide their views on the Lokayukta Act. The member of team Anna also confirmed that 3 more states of Orissa, Bihar and Punjab had invited them for drafting a lokayukta act on similar lines of the powerful Jan Lokpal bill. It is quite imperative to know that Uttarakhand goes to poll in next few months.

The Uttarkhand Lokayukta Amendment bill has provision wherein a guilty of corrupt can be given life imprisonment in rarest of rare cases. At the same time it also provides power for confiscation and seizure of property acquired by corrupt means. The proposed Lokayukta will have seperate investigation and prosecution wings. It will be a five member body with provision for expansion if needed so.

All public servants including the Chief Minister, Ministers, bureaucrats are under the lokayukta act. A special court will be formed to dispose off the matter pertaining to corruption. The member of lower judiciary will also be under the lokayukta act, excluding the judges of high court. The law also makes it necessary for the lokayukta to complete investigation in 12 months time.
